Discussing the Memorandum (Declaration) of Al-Fayha'a and the Civil Societies Organizations to The Three Presidencies to Demand the Live Broadcasting of the Details of the National Congress

At the beginning, Dr. Mohammed Al-Ta'ee, the producer and presenter of the program, talked about the initiative of Al-Fayha'a and the (C.S.Os.), in details, and the details of the Memorandum, forwarded to The Three Presidencies, to ask for meeting their demand for the "live broadcasting" of the expected "National Congress". After that, the program showed a reading of the proclamation's text, which was broadcasted by Al- Fayha'a.
The first to take-up the subject was Dr. Al-Mosawi, who explained that Al- Fayha'a's initiative is the first of its kind in Iraq, since the beginning of the political process, post the country's liberation; pointing that such initiatives, if they have existed in the past, would have forced the publishing of all the political deals that took-place, since the liberation of Iraq; as well as, that they would have influenced these deals. He, also, emphasized that what happened, till now, was out-side the Parliament, which is supposed to be the source of the Authorities.
He was followed by Mrs. Naji, who confirmed the need that the role of the media be pioneering in the country's political process. Then, she pointed that the (C.S.Os.) had, in the past, participated in an initiative to put an end to the House's Open-session; but the media had a weak role in the said initiative. She, also, added that the Iraqi People, as being the source of the Authorities, in the country, ought to accept Al-Fayha'a's initiative, because it expresses a demand of the Iraqi People; stressing that agreeing to Al-Fayha'a's initiative is the responsibility of all the politicians and all the Iraqi Citizens, in general.
In turn, Mr. Mar'ee explained that the problem lies in the unbalanced political performance paid for by the Iraqi Citizens, and that prompted the (C.S.Os.) to participate with Al-Fayha'a Channel in presenting this initiative, to stress on the need that the Iraqi Citizen be present in the political process. Then, he added that the fault, in the political process, comes from the fact that the State's administrating was not built on the bases of " Citizenship" but on bases of "The Quota"; adding that the chances are in the monitoring of the Government's performance and not in "Withdrawing of Confidence" from it. He, also, drew the attention to the importance of continuing the pressure of the (C.S.Os.); adding that the political leaders have no wish to lay on the table what deals they come to agreements on, and to put them before the Iraqi Street; as well as, that he stressed on the importance of publishing all that is agreed upon, including the broadcasting of the minutes of the National Congress, due to the state of lost confidence, in the politicians, by the Citizens.
At this point, Mr., Harb said, over the telephone, that he values Al-Fayha'a's initiative and the Memorandum forwarded to The Three Presidencies; explaining that this is proof of the feeling of "Citizenship" and the work for the sake of the Citizens; thus it is important to clarify, to the People, all what the politicians agree upon. He, also, added that the Constitution is clear and explicit in the matters of the People's right to be aware of the political issues. Then, he pointed that if the case is one of security, then The Three Presidencies can withhold the disclosure of their agreements from the People; but in the political issues, it is more appropriate that the Citizens be at knowledge of these agreements.
Mrs. Naji returned to explain that the Blocs and the political leaderships ought to give positive responses to Al-Fayha'a's initiative, because that is in their interest and the interest of the political process; pointing that in the event of rejecting the initiative, then the Constitution is the "Decisive"; and the (C.S.Os.) will be within their rights to organize peaceful demonstrations and stay-in strikes. She, also, pointed that, during the days of assembling the Congress, the Organizations will announce the protests and organize peaceful demonstrations in Baghdad and the rest of the Iraqi Governorates.
While Dr. Al-Mosawi explained that Al-Fayha'a's initiative is a clear and mature awakening in the way of mobilizing the Iraqi Street; and he stressed on the need to mobilize the Street, which is to be based on the Constitution. He, also, pointed that the politicians have detached themselves from the Constitution, not resorting to the results of the polls and the absence of an "Opposition"; as well as, not forming the government as per the political majority, which led to that everyone became a participant in the government, without the presence of an "Opposition"; thus they lost their joint trust, and that led to counterproductive result on the Citizens and on achieving their demands.
